Uganda Civil Aviation Authority (UCAA) is a corporate body responsible for regulation of civil aviation in Uganda. It manages Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes. UCAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs). The Authority plans to recruit suitably qualified Ugandans of impeccable integrity and commitment to fill the following position in its establishment as detailed below:

POSITION : PRINCIPAL ENGINEER, AERODROME PLANNING & DEVELOPMENT
REPORTS TO : Chief Engineer, Aerodrome Planning & Development
SALARY LEVEL : 12A
VACANCIES : 01
JOB PURPOSE : This position exists to contribute to and/or leads the delivery of projects; including master planning, Airport facility planning, capacity and demand analysis, design, and supervise the implementation of aerodrome infrastructure development initiatives.
PRINCIPLE ACCOUNTABILITIES | DUTIES AND RESPONSIBILITIES (SPECIFIC ACTIVITIES) |
Business Planning and budgeting process. | a) Review the departmental business plans for development of the airports in a manner that fully responds to the needs of the air transportation system, budgets and reviews. |
Project Management Process | a) Liaise with other departments to develop projects concepts for the presentation for the projects’ committee’s approval. |
b) Engage in feasibility studies and preparation of detailed cost implications for each project by applying best practice Accounting PRINCIPALs. | |
c) Ensure that Environmental, Social Impact Assessment (ESIA) is undertaken for each major project | |
d) Conduct monitoring and evaluation of projects spending against the milestones and prepare progress reports in liaison with Contract Managers. | |
e) Review all projects documentations in Aerodrome Engineering planning and Development. | |
f) Review specifications on each project for use in monitoring and evaluation and sourcing of funding. | |
g) Supervise cooperative efforts of consultants and construction contractors and End-users to ensure that they fulfil the conditions of the approved design contracts. | |
h) Comply with the Procurement and Disposal of Assets requirements. | |
i) Engage in preparation and updating aerodrome masterplans. | |
Projects Compliance | a) Review, examine and prepare documentation for acceptance of the approving authorities in accordance with the existing legal framework (among the approving authorities are UCAA, Local Authorities, Ministry of Works and Transport – Department of Public Structures, NEMA etc.). |
Human Resources Management | a) Review the identified training and development needs of section staff and ensure that they are included in the training budget. |
b) Provide on the job training to staff in the department. | |
c) Engage in the attraction, retention, development and motivation of high caliber staff. | |
d) Manage staff performance and ensure that set targets are attained. | |
e) Effectively supervise staff to ensure timely completion of assigned tasks within the set time limits. | |
f) Ensure that staff in the section follow all UCAA procedures and regulations. | |
PERSON SPECIFICATIONS | |
Essential Requirements | a) A master’s degree in Aeronautical, Civil, Mechanical or Electrical/Electronic Engineering from a recognized academic institution. b) An honors bachelor’s degree in either; Aeronautical, Civil, Mechanical or Electrical/Electronic Engineering from a recognized academic institution. c) At least seven (7) years’ relevant working experience in either; infrastructure planning, feasibility studies, or infrastructure designs, three (3) of which should have been obtained at a senior level in a reputable organization. d) AGE: 35 to 55 years. |
Desirable Requirements | a) Must be a member of Uganda Institution of Professional Engineers (UIPE) and registered with Uganda Engineer’s Registration Board (ERB). b) Leadership Training. |
Knowledge | a) Knowledge of relevant ICAO SARPs. b) knowledge of Engineering software like CAD and Project Management software. |
