REQUEST FOR PROPOSALS FOR AVIATION FUEL SUPPLIERS FOR ENTEBBE INTERNATIONAL AIRPORT (EIA)
1.0 INTRODUCTION
Uganda Civil Aviation Authority (UCAA) invites proposals from qualified aviation fuel supplying companies to supply fuel at Entebbe International Airport (EIA) located in Entebbe, Uganda. Pursuant to the Uganda Civil Aviation Authority Act CAP 348 , UCAA owns and operates Entebbe International Airport and 13 other Aerodromes in Uganda and also regulates all air transport in the country.
UCAA entered into an agreement with M/s Tristar Transport LLC to construct, operate and maintain the fuel farm and Hydrant Facility at Entebbe International Airport. By that agreement, UCAA granted TRISTAR an exclusive right to operate the Aviation Fuel Farm and Aviation Fuel Hydrant Pipeline System on an open access model at the Entebbe International Airport.
All aviation fuel through putters at EIA are required to enter into an agreement with M/s Tristar Transport LLC for use of the Facility at a predetermined charge after entering into a concessionary arrangement (“Concession for Fuel Supply Agreement”) with UCAA. The concessional agreement with the successful through putters shall grant them the right to conduct aviation fuel business at the airport.
2.0 SUBMISSION OF PROPOSALS
All interested aviation fuel suppliers are required to submit their business proposals with detailed Business Profile and the following information to Uganda Civil Aviation Authority, Office of the Corporation Secretary, 2nd Floor Head Office Building, Entebbe by close of business on 30th April 2025.
- Certified copy of the Certificate of Registration
- Tax Compliance Certificate
- License and certificate issued by the Ministry of Energy and Mineral Development for dealing in Jet A1 fuel and evidence of working with UNOC.
- Must have knowledge of Civil Aviation Aerodromes regulations required to support the Airport’s requirements for UCAA certification.
- Must have in place a quality control program that meets or exceeds regulatory and industry standards.
- Provide evidence of a Technical Service Agreement with an international company approved by JIG
- Business Permit/ License
- Provide Proof of ownership or lease arrangements of an Into-plane fuel bowser/dispenser to service Aprons without Hydrant pits or the Aircraft Maintenance Organizations (AMO) or isolated parking space.
- Insurance cover of a minimum of USD $500,000,000.
- Where reasonably possible provide a list of any fuel supply agreements with airlines operating at Entebbe International Airport.
- Proof of trained personnel in fuel dispensing.
- Occupational Health and Safety Permit
- Must have a physical office in Uganda
Upon receipt of the above information, the same shall be evaluated and the successful bidders shall be subjected to post qualification assessment, which may include due – diligence exercise. Any false information provided by the bidder will lead to automatic disqualification both before or after entering into an aviation fuel supply.
Once they are found compliant, they will be required to enter into an agreement with UCAA and Tristar Transport LLC.
