
UCAA Engages Stakeholders on the State of Uganda’s Aviation Industry
On January 21, 2025, the Uganda Civil Aviation Authority (UCAA) hosted a Stakeholders’ Breakfast in Kampala, providing industry players with an update on the current state of Uganda’s aviation industry. The event was graced by the Minister of Transport, Hon. Gen. Katumba Wamala.
Key Highlights
🔹 Regulatory & Service Provision Review
UCAA is reviewing its dual role as both a regulator and service provider to align with industry best practices. The goal is to enhance regulatory independence by separating regulation from service provision, ensuring sustainable and effective aviation operations.
🔹 ICAO Capacity Development Agreement
In May 2024, Uganda signed a Capacity Development & Implementation Agreement with the International Civil Aviation Organization (ICAO). Under this agreement, ICAO will provide:
✔ Access to ICAO’s expert roster
✔ Project management support
✔ Customized training packages
A major initiative under this agreement is the development of a new National Air Navigation Plan for Uganda.
🔹 Airline Operations & New Routes
Uganda is currently served by 18 international scheduled operators, with 26 licensed operators. In 2024, UCAA granted Air Services Licenses (ASL) to 10 more operators, including:
✔7 new operators
✔ 3 renewals
New airline operations and routes include:
✈ Premier Airlines – Launched flights on December 5, 2024, between Juba and Entebbe.
✈ Kush Air – Started operations on December 6, 2024, between Juba and Entebbe.
✈ Uganda Airlines – Introduced three new routes to Lusaka, Abuja, and Harare in September 2024.
✈ Flynas – Commenced flights on January 16, 2025, between Riyadh and Entebbe.
🔹 Infrastructure Expansion & Passenger Growth
UCAA remains highly committed to enhancing safety and security in Uganda’s civil aviation sector. The Authority is also focused on expanding and upgrading airports and air navigation facilities to meet growing demand.
The long-term goal is to handle 6 million passengers annually by 2033.
